About Alvin

I believe that there's no good strategy without organizational alignment, no human resonance without design, and no sustained impact without people and operations. I thrive with leaders and teams who want strategy that’s lived-in, operations that are adaptive, and cultures built with intention.

I help organizations design the future of work—turning vision into systems, experiences, and cultures that actually work.

My work sits at the intersection of strategic foresight, organizational design, service design, and operational strategy. For 17 years, I’ve led change across tech, design, government, and social impact—most often in moments of transition: scaling, restructuring, rebuilding culture, responding to crisis, or shifting to fundamentally new ways of working. I help leaders see the full system, identify friction, and redesign how work actually happens so strategy is lived, not just articulated.

Most recently, I worked as an Experience Design Lead at Capital One, with a unique focus on shaping organization design, culture strategy, and people experience for a 700-person Digital Design organization. My work applies a human-centered, service- and product-design lens to drive operating model clarity, leadership alignment, and measurable culture shift, and has been nominated for Fast Company’s World Changing Ideas.

Previously, I was appointed by the Governor’s Office as the State of Illinois’ first-ever Chief People Officer at the Illinois Department of Human Services, where I transformed workforce experience and talent systems for a 14,000-person, $9B public agency—cutting time-to-hire by 33% and leading large-scale process and culture change. I also led strategy, operations, and service design for Illinois’ statewide COVID-19 emergency response as Sr. BizOps Advisor & Lead, stewarding a $10MM+ budget and redesigning systems that supported ⅓ of the state’s population.

Earlier in my career, I was the founding Director of Operations at Greater Good Studio, helping drive a 50% increase in revenue in a single year, and during an almost year long post in Shanghai, I led cross-border change management for Abbott Laboratories during a major Chinese acquisition. I hold three certifications from the Institute for the Future, deepening my practice in foresight, scenario planning, and experiential futuring, and I’m PROSCI certified in change management.

Why Are We Named “The Orange Bureau” ?

Orange represents energy, creativity, and the spark of adaptability that already exists inside every organization.

Bureau reflects my belief that institutions and systems are only as important as the catalyzation of its strategy, values, people, and operations to create lasting impact.

In other words, every organization has within it the capacity to change. My role is to catalyze it by turning bureaucracy into infrastructure that supports people, purpose, and possibility.
